The effects of the Metropolitan Municipality Law no. 6360 on the service delivery of metropolitan organisations for water and sewerage purposes: The case of Mersin Water and Sewerage Administration

This study aims to reveal the situation of all water and sewerage administrations, in particular Mersin Water and Sewerage Administration, before and after the Metropolitan Municipality Law No. 6360, to reveal the problems that emerged in this process and to develop solutions to these problems. Therefore, this study aims to reveal the effects of the change in the service boundaries of water and sewerage administrations on the service delivery of water and sewerage administrations in Mersin; to reveal how the local people who benefit from this service meet this situation and to contribute to future quantitative and qualitative research on this subject. Although the common problems of water and sewerage administrations in Turkey and some solution proposals related to these problems are mentioned, the subject of this study is to reveal the situation of water and sewerage administrations before and after the Law No. 6360, to investigate the effects of the increase in the public service scale of water and sewerage administrations on the service delivery of these administrations and to investigate how the local people perceive this situation based on the field research conducted within the borders of Mersin Province. In this study, in addition to the literature review on the subject, the functioning of the system was observed, and as a result of the field survey conducted with six hundred participants within the Mersin Provincial Administrative Boundaries; it was concluded that the answers of the participants receiving services from Mersin Water and Sewerage Administration regarding their satisfaction with these services differed significantly in the areas where services were started to be provided after the Law No. 6360, compared to the central districts, and that the level of satisfaction was generally high. In addition, problems related to the financial structure, problems related to the planning and realisation of investments, disagreements on duties and authorities, problems related to personnel employment, representation, the formation of the general assembly and the problems related to the management by the appointed administrators have been inferred and solution suggestions have been included. In order to increase research security, the study was conducted with the Mixed Research Method, in which quantitative and qualitative methods were used together. This method involves the collection, analysis and interpretation of quantitative and qualitative research data within the study.
