Abstract (EN)

Türkiye hosts various disasters due to its location in the world, and the concept of disaster management within the country becomes more important day by day. When a disaster occurs, shelter, which is one of the basic needs of the people of the region, must be provided quickly and in an organized manner. Although national and international aid processes have begun to meet the temporary shelter needs of disaster victims following the recent February 6 Kahramanmaraş earthquakes, the need to re-evaluate the administrative organization specifically for temporary shelter has come to the fore. In this context, the thesis is on the application of the managerial process model that ensures the efficient execution of the temporary shelter process after a possible disaster in Türkiye. With this study, it is aimed to clarify and solve the temporary shelter process after a possible disaster before the disaster and to meet the shelter need with relevant stakeholders in a multidisciplinary field. The thesis consists of five main chapters. In the first part, post-disaster shelter concepts and disaster stages are mentioned. In the second part of the thesis, meta-analysis was applied to determine the international criteria of the concept of temporary shelter and a total of 39 criteria were reached. The obtained criteria were reclassified through focus group interviews and the basis for the third section was created. In the third part of the thesis, the Delphi method was applied. At this stage, a survey was conducted with experts who are knowledgeable about disaster and shelter issues in Türkiye and preferably have field experience. After the two-stage process, temporary shelter criteria were obtained on a local scale in Türkiye. In the fourth part of the thesis, the data obtained by the Delphi method was re-evaluated together with the relevant stakeholders and a model proposal specific to temporary shelter was designed. A control mechanism that includes disaster processes and stakeholders has been created to strengthen the control mechanism of the model. In the last part of the thesis, all the studies that constitute the thesis structure are summarized and specific evaluations and suggestions for temporary shelter within the disaster management system in Türkiye are included.
