Abstract (EN)
Local governments are administrative units established to meet the local needs of the people. These units are shaped over time according to the socio-economic and political characteristics of the society in which they exist. However, Afghanistan does not have a deep-rooted local government history. Although their establishment and elections are constitutionally guaranteed, their establishment has not been completed and elections have not been held. In this context, this thesis proposes a local government model for Afghanistan that is suitable for both its socio-economic conditions and the political situation it is in.
