Abstract (EN)

Dynamic environment brought about by globalization, population growth and rapid change in technology; causes the internal and external security distinction of the countries to become more ambiguous and to change security paradigms too. Therefore, threats to national security and public order also differ. In this context, terrorism, separatist movements, ethnic and religious conflicts, international organized crime etc. asymmetric threats emerge as new parameters, and their security perceptions also change drastically. However, the resources needed by the rapidly increasing world population are also rapidly depleting. The social turmoil and economic problems that arise due to the inability to meet the needs of people cause public order to deteriorate. For this reason, with the rapidly decreasing natural resources and sharing of these resources, cause increases in crime numbers and crime types in parallel with technological developments which become the most important security problem of the countries. However, the Covid-19 epidemic, which is still effective worldwide, requires some extraordinary measures to be taken across the country. Ensuring internal security and public order in Turkey are fulfilled by the police, the gendarmerie and the coast guard units that are affiliated to the Ministry of Interior. Gendarmerie, which has its institutional characteristics, values system and an exemplary discipline understanding, provides safety and security in the field of responsibility through its stations in the most remote corners of the country. In this study, facility locations of Gendarmerie stations will be determined by using Multiple Criteria Decision Making (MCDM) methods and using Mixed Integer Programming. By solving the mathematical model created in this way by using the GAMS program, the optimum decision was made without intuition and emotions. Then the detected facility location was analyzed using Geographic Analysis System (GAS) and Geographic Information System(GIS).
