European Union instruments for pre-accession assistance (IPA): Bozcaada example in the context of the results of the assistance on bilateral relations

The concept of a project in the context of Corporate Regulations on European Union (EU) Funds and IPA (Instruments for Pre-Accession Assistance) and Management of These Funds, critical issues within such project cycle and basic managerial issues that should be considered during the introduction and development of these projects, and the structure and implementation of Turkey-EU Accession Process have been dealt with from the viewpoint of the provincial administrations.The process and effects of a project that has been conducted in Bozcaada, as a provincial administrational unit, have been directly observed and assessed, and it has been concluded that the referred funds did create socio-cultural interaction and managed to converge different language and cultural factors before the accession.It was also observed that the administrational unit and its staff gained an improved public management capacity by the project which was helpful for improving some incorrect applications on a conceptual basis. Meanwhile, it was seen that the difficulties experienced in the accession negotiations emerged during the opening and closure of the phases provided by the accession negotiations framework document of Turkey which is hard to digest within EU?s institutional structure. It is extremely important that all works conducted should aim to enrich the democratic values and help further strengthening of the civil society in our country.The study provides an assessment on the efficiency of the financial assistance contracted by the Central Finance and Contracts Unit of Turkey with the instrument of grand program under the Pre-Accession Assistance, through a project conducted in Bozcaada. The effects of the EU Financial Assistance, and of the projects using the funds thereunder, on the local place these projects are implemented, have been investigated. In this regard, the issue of efficient use of financial assistance has been assessed from a provincial administrational perspective, and it has been concluded that efficient use of the financial assistance did bring about tangible contribution on a local basis.Key Words: EU Financial Assistance, Instruments for Pre-Accession Assistance (IPA), EU Project Cycle, EU Projects, Bozcaada.
