Abstract (EN)
The energy relations between the European Union (EU) and the Russian Federation (RF) have become increasingly complex in recent years. At the core of these relations lie energy supply security and strategic dynamics. Significant changes have occurred in these relations, particularly in the wake of the Ukraine Crisis. Prior to the Ukraine Crisis, the energy relations between the EU and Russia were characterized by mutual dependence. Despite the high share of Russian gas in the EU's total consumption, the EU continued its efforts to reduce its dependence on Russian gas by seeking alternative routes to diversify its energy supply and enhance energy security. Russia, on the other hand, aimed to maintain this mutual dependency by using its energy resources in line with its economic and political interests. With the outbreak of the Ukraine Crisis, significant changes occurred in the energy relations between the EU and Russia. The deepening of the crisis into a full-scale conflict posed a threat to the EU's energy supply security and strategic interests, while Russia sought alternative routes and sources for energy transfer and market access. The Ukraine Crisis marked a crucial turning point, prompting both parties to reshape their energy policies. This study aims to analyze the changes brought about by the Ukraine Crisis in the energy relations between the EU and Russia and to discuss how these relations might evolve in the future. The Ukraine Crisis has led to significant shifts in the energy relations between the EU and Russia and will continue to be a pivotal factor in shaping future energy policies. The future of EU-Russia energy relations is a complex and multi-dimensional issue. These relations could evolve into a structure based on mutual trust or could develop in a competitive and confrontational manner. This study argues that when formulating their energy policies, actors must consider not only the economic and security dimensions of energy but also the political, geopolitical, and environmental dimensions to produce long-term strategies. In the future, EU-Russia relations will be shaped not only by energy supply and demand but also by the interaction of geopolitical, economic, and environmental factors.
