Abstract (EN)

Our country has been experiencing a rapid social , economic, political and cultural transformation. It is obvious that, the The Public Administration should keep up with this transformation pace. The public administration is in operation either as central or local administration. The municipalities which submit services to local people are the closest administrative body to the citizens. It is a matter of fact that, a balanced and reasonable relations does not exist between the central and local governments. In our opinion, the reason behind this fact is the lack of scientific criteria and social needs in defining and distributing the responsibilities between the local and central administrations, as well as the huge financial and administrative depandibility of local governments to the central government. In that case, the solution is the reorganisation of local governments' status (the municipalities's in particular) according to the EU formats and also to the "Local Governments Autonomy Treaty", which Turkey is one of the undersigned.A suggestions has been submitted in relation to this subject.
