Abstract (EN)

Safety and human rights are primary concepts of democratization. In today's world, human rights are important for the legitimization of the modern governments. Human rights that have gained greater importance after the Cold War become more understandable when they are examined with different disciplines. Safety also plays an important role in construing the development process of the term "human rights". The development of a person-centric understanding following the Cold War and the failure of the opinions and conventions forced governments and international actors to work more on this field. Unfortunately, the development of all these processes became possible only as a result of serious breaches human rights, genocides, wars and grave tragedies. A new era began with the foundation of the United Nations and efforts for human rights began to occur in international conventions. However, the failure of the United Nations to overcome the conflict of interest between great forces brought criticizations and new narratives. As a result of the human right breaches and tragedies that occurred in Balkans, the description of the mission of UN has changed and a new era began in the forming of the international law and in terms of use of force and safety zone application.
