ABSTRACT Institution : BEUN, Institute of Social Sciences, Department of History Thesis Title : Public Order in Bartın (1918/1938) Thesis Author : Mustafa Sinan Yaman Thesis Adviser : Prof. Dr. Yücel Namal Type, Year : MSc Thesis, 2025 Number of Pages : 174 With the defeat of the Ottoman Empire in World War I, its armies were demobilised and a great security weakness emerged in Anatolia. With the loss of political authority in the country, public order deteriorated, bandit groups emerged in many places, and the security of life and property of the people was threatened by military and prison deserters. Although Bartın was not occupied during this period, it experienced great public order problems by bandit groups, military and prison deserters. In this process, the people of Bartın gave organised support to the National Struggle, stood by the Grand National Assembly of Turkey and undertook an important military and logistical task. With the establishment of state authority throughout the country with the Republic, the problem of bandits and deserters was eliminated and the security of life, property and honour of the people was ensured. Crime rates decreased in Bartın along with the country in general. In this study, it is aimed to reveal the measures and solutions taken to identify and solve the public order problems that emerged in Bartın between 1918-1938. Document analysis, one of the qualitative research methods, was used in the study. The data obtained were evaluated and analysed in terms of political, military and administrative dimensions. In the study, which was prepared to contribute to the relevant literature, the Ottoman archive, military history archive, presidential archive documents, local newspapers of the period, analytical works and memoirs were consulted.
