A study on problems of strategic planning in municipaliyies: Example of Çanakkale Municipality

Studies on strategic planning put into practice within the scope of strategic management in municipalities, have provided substantial amount of effectiveness and efficiency. Apart from effective studies during the process of strategic planning, some problems also occurred. In this study it is aimed to determine the problems faced by municipalities which carry out strategic planning and to offer solutions to these problems. Strategic planning practices of Çanakkale Municipality have been a positive example and have been used to develop solutions.During strategic planning, administrative, financial and political differences between municipalities and their effects on them, priorities in determining aims and objectives, differences in implementation of planning regulations, the differences in executive managers? and personnel? perceptions of strategic planning and methods of budgeting are dealt and interpreted as a whole.The field research, questionnaire study and individual interviews as a result of these problems and solve problems that can put forward to determine the most effective methods in the literature with the hope that the missing resource shortages also contribute to a certain extent. In addition, the questionnaire study created an opportunity for the municipalities? personnel to express their opinions. Therefore, this study is important in terms of reflecting different ideas.
