Abstract (EN)

It is the whole of proactive approaches that aim to ensure the safety of employees and the business during the execution of occupational health and safety and the work in enterprises. By ensuring the sustainability of occupational health and safety, occupational accidents and occupational diseases can be reduced. While occupational health and safety was regulated by the labor laws enacted in the past, the duties, responsibilities and obligations of the employees and employers in the enterprises were specified in detail with the Occupational Health and Safety Law No. 6331 issued in 2012. With the Law No. 6331, the employer is obliged to provide Occupational Health and Safety services to its employees. The employer/employer's representative is obliged to ensure the safety of employees, business and production. It has responsibilities such as providing training to its employees against work accidents and occupational diseases, organizing exercises, having health examinations, and making a risk assessment to determine hazards and risks. According to the Occupational Health and Safety Law No. 6331, enterprises are divided into three as very dangerous, dangerous and less dangerous. It is obligatory to carry out risk assessments in workplaces for the protection of employees against work accidents and occupational diseases. In the absence of a risk assessment in dangerous and very dangerous workplaces, it is necessary to stop the work. In the literature, risk assessment methods are divided into three as qualitative, quantitative and mixed. It is enough for the employer to choose any method. This thesis study was conducted by the risk assessment team of a fuel station, where existing hazards and risks were identified, and risk scores were calculated using the L-type Matrix and Fine Kinney, which are quantitative risk assessment methods. According to the calculated risk scores, the levels of risks were determined, and recommendations and necessary regulatory and preventive actions were suggested. Additionally, it was determined that the Fine Kinney risk assessment method is more applicable due to its frequency factor when compared with two different risk assessment methods. A total of sixty-two risks were identified in the risk assessment study conducted at the fuel station. Forty-two of these risks are very high, nineteen are medium risk, and one is low risk. The level of risks was reduced by applying risk assessment methods, turning thirteen of them into medium risk and forty-nine of them into low risk. This study was carried out to determine the difference between risk methods.
