Abstract (EN)

With the end of the Cold War, the Union of Soviet Socialist Republics (USSR), which entered into a rapid reform process to keep up with the liberal democratic political structure and the free market economy system, disbanded by failing to keep up with free market conditions. The Russian Federation (RF) and the People's Republic of China (PRC) pioneered the establishment of the Shanghai Cooperation Organization (SCO) by forming a partnership of interests in order to prevent these new states established in Eastern Europe, the Caucasus and Central Asia from falling under the control of the United States. PRC and RF; they have pioneered the establishment of this multinational regional organization model in order to keep internal separatist movements under control, meet increasing energy needs and ensure border security. With its last expansion in 2021, the SCO expanded to 40% of the world's land area and became the owner of 20% of global oil production. This thesis aims to comprehensively examine the managerial, regional, environmental, global, political, economic and security dynamics of the Shanghai Cooperation Organization (SCO) from a theoretical perspective and its effects on Turkish public administration policies, to examine its relations with other countries by comparing them with regional organizational models. Following the completion of the literature screening during the preparation process of the study, the studies conducted in this area were examined in detail. From a theoretical perspective, in the context of the discipline of international relations, the basic theoretical approaches used in the analysis of world politics were discussed, the history, establishment process and basic structure of the SCO were explained in detail, an in-depth analysis of the development of the organization was made and its impact on Turkish public administration policies was presented. It provides a basis for understanding the goals, values and relations of this organization between the member states. In the next step of the research, the Decisional processes of the SCO, the policy-making mechanisms, the roles of the member states within the organization and the cooperation between the member states were examined. Another part of the study focuses on the SCO's mission to promote regional stability and strategies for dealing with regional security threats. In this context, the organization's policies and practices on issues such as conflict prevention, counterterrorism, border security and military cooperation were examined. The SCO's economic cooperation projects and regional development programs have been described in detail to include the organization's economic integration efforts, trade promotion, infrastructure projects and energy cooperation.
