The poli̇ti̇cal parti̇es as an organi̇zati̇on (CHP as a sample)

The political parties which are the one of the key organizations of activating the big community mobilizing, have been one of the devices that seized power and executed at the same time. The parties that came into our lives in the in 18th century when the capitalism began to rise, has taken its source from class and social divisions. Therefore, they became one of the devices of changing the social system. As a result of social struggles, the political parties which is changing structure of function each semester, varies in every region according to the that region's polity and constitutional order. Today, the political parties which perceived as one of the important means of transportation of the participation, ideas and demands of the masses in politics, entered to our geography with Constitutional Period, but it won the actual function in the Republican Period. Cumhuriyet Halk Partisi (CHP) that is in position of the founder party of the republic has existed since that time. CHP that is the pretender of managing and directing the society in the single-party system, founded by a group of elite and served as staff party in the circumstances of that period, had been obliged to change and today has become a mass party according to social demands from Turkey and the world. Many studies have been done so far about CHP that is one of the most important actors in Turkish political life. But the organization that is creating party and organizational mechanisms have not been examined sufficiently. The organizational culture and climate has changed very little in CHP that in the opposition party and among the most discussed party in Turkey. Tend to move still continues with past habits and reflexes. The changes usually have occured depending on the leader, but they have been affected partly by the pressure of the party's fundament. While changing of leadership in the party is creating opportunities to many people, is closing the door of the party positions to the people who are close to the former leader of the party. Beşiktaş District Organization which is the most important local organizations of CHP and the local organizations are also affected by these changes. Beşiktaş District Organization is the head of the important organizations for CHP Head Office, because that area has high density and potential members, it has a good municipality effect and lots of intellectuals people in that area. Therefore, to look at the organizational structure and to researche the relationship between head office and local organizations, I chose the Besiktas district. The local policy-making and desire is extremely weak also in Beşiktaş District which has weak institutionalization. The sole factor motivating to party members is the municipality that has extensive opportunities. However, in the party which has not a serious mechanisms of socialization and can not create a party identity of all-inclusive, career opportunities are extremely limited and requires a long struggle. The party members who wants to get a share of the rent and the possibilities that are exposed by the municipality, efforts to get certain positions, but they stick the obstacle of the head office. Because the head office is making direct appointments to important positions, and thus it is disabling the mechanism of intra-party elections. As a result, being close to the head office and the leader is very important criterion for coming to a certain level within the organization. People with career goals, have developed mechanisms to overcome it. Firstly, these people carry out public relations work in a long-term for keeping their relationships as a good way with the party members, because they want to improve a large communication network within the party. Careerists who know to act alone in the party doesn't provide a return, act in a certain group within the party. However, the most important groupings of reference is the head office and the leader. Therefore, the groupings occur in local politics actualize by particular or person interests as in Beşiktaş rather than being ideologically-based. On the other hand, the majority of the new members of CHP consists CHP's children and it means the party remains as a "family party" and it causes the organizational culture which received as incorrectly still reflects the party.
