Abstract (EN)

The aim of this study is to discuss the applicability of blockchain technology in the provision of public services within the scope of the governance paradigm emerging in the context of the new public administration approach. For this purpose, the expectations of the new public administration approach from public services and the potential of blockchain in the context of basic principles are discussed. The problems of public administration in the current social formation - red tape, cumbersomeness, corruption, falsification of documents, etc. - and the advantages of blockchain technology in eliminating these problems - immutability, integrity, digitalization - are detailed through examples of applications in public administration. In this context, blockchain technology, which can record in an unalterable way and ultimately enables integrity and harmony in services, is seen as having the potential to eliminate an important deficiency in the fulfillment of public services thanks to the secure transaction capability it provides. With the digital transformation created by information technology worldwide, countries have started to follow a development line from "e-government" to "digital state". Blockchain technology is the most advanced stage of this transformation and is tried to be used as a tool of this transformation with the technological benefits it contains. In this context, it is aimed to discuss the advantages and disadvantages of blockchain as a concept that emphasizes the autonomy of units on the basis of participation instead of hierarchical relations, as a technology for new generation transaction applications that facilitates workflows and provides trust, accountability and transparency thanks to its immutability feature. In this context, the solutions that blockchain technology will bring to existing problems and its contributions to digitalization in the fields of smart contracts, identity management, land registry records, digital health management, elections, social assistance, supply chain and education in public administration are evaluated.
