Abstract (EN)
After the bloody war and genocide in Bosnia, the international community's finally being able to step in, the parties signed or had to sign the Dayton Peace Agreement with the aim of ending this war and reaching a consensus. With this agreement, a new state called Bosnia-Herzegovina was established and a new regulation which is one of the most complex systems in the world was made for it. Even after the war, it was not easy to live in a state comprising 2 entities, 1 autonomous region and 10 cantons. In this study, the issues such as the Dayton Peace Agreement and its annexes, features, aims, results and the system it shaped, the borders it drew, the problems it caused, the constitutional amendment agenda, the 25th anniversary of the treaty and the current situation of Bosnia and Herzegovina and the developments were discussed. Also, to be able to understand the present day well enough, a comprehensive study, with the information about the Balkans and Yugoslavia available, has been carried out about the brief history of Bosnia-Herzegovina, the breakup of Yugoslavia and Bosnia-Herzegovina in this period, the wartime discourses that laid the groundwork for the terms of the agreement, and the savagery of that time. It (especially for Bosnians) was very difficult to accept this treaty as well as to reject it. However, this complex structure of the agreement had to be accepted in order to put an end to such a fatal war. Along with the Dayton Peace Agreement, the country's constitution was also recognized. The agreement, which could be seen as successful because it stopped the war as a peace treaty, made it difficult for the country to take even the simplest decisions because of the inefficient system the agreement established and the wide powers it gave to the entities, and the right of veto. Today, in addition to some unresolved issues, major decisions that will affect the fate of the country such as EU and NATO membership are also still on the agenda with discussions. Some people and international actors across the country who also tried constitutional amendments in the past have now the opinion that some changes should be made in the agreement after 25 years. People with good sense and good will express the necessity of making revisions in the agreement in accordance with today's conditions, in an environment of peace and without unnecessary violent incidents.
