Abstract (EN)
Electoral systems and the structure of electoral districts are fundamental elements that directly affect the quality of democratic representation and political stability. The size and boundaries of electoral districts play a critical role in ensuring the principle of fairness in representation. Especially in small constituencies, the fairness of representation may weaken, while large constituencies may support multiparty structure. This shows that there is a positive relationship between constituency size and multipartyism. Electoral system preferences also have decisive effects on political outcomes. While majority systems tend to ensure stability in governance, proportional representation systems prioritize fairness in representation. However, both systems have their advantages and disadvantages. For example, while the majority system may make it difficult for small parties to be represented, the proportional representation system may lead to the formation of coalition governments. Looking at the general elections held in Turkey in the historical process, it is seen that both proportional representation and majority systems have been applied and the results of these elections have been effective in shaping the electoral system in our country. In order to ensure democratic elections, electoral systems and electoral districts should be organized in a fair, transparent and participatory manner. In this context, population equality should be taken into account in determining electoral districts, while electoral systems should balance the principles of fairness in representation and stability in governance. Moreover, keeping electoral thresholds at reasonable levels can increase democratic diversity by facilitating the representation of different political views in parliament. In conclusion, the structure of electoral districts and electoral system choices are factors that directly affect the quality of democratic representation and political stability. Therefore, the principles of fairness, transparency and participation should be prioritized in the organization of electoral systems and constituencies.
