Abstract (EN)

The main purpose of this study is to examine human capital management practices in the digital economy process and to reveal the digital economy-human capital interaction in a theoretical framework. With the emergence of digital economic functioning, it is seen that businesses focus on human capital management and engage in studies to develop human capital. When the economy became digital, people went through a transformation and the efforts to develop human capital moved to rapid and competitive dimensions. In an effective business, reaching the appropriate features for the digital economy can only be achieved with human capital management. The management process consists of positioning a human capital of high quality, highly educated, capable of instantly adapting to digital processes, capable of developing skills, machine learning capability, and knowledge at high levels. It is realized through the stages of developing human capital, keeping it as a resource, providing high efficiency and performance evaluation. As a result of the study, the global digital economy has become the focus of competition on technology and innovation in countries and organizations. At this point, human capital emerges as the basic element that helps to achieve competitive power. For this reason, nations and organizations should provide sustainable qualifications and make continuous investments in the human capital element, where they can differentiate, gain leadership in the market, ensure the welfare and employment of the country, have labor force qualifications and superior competitive power, and achieve economic growth.
