Competition knows no bound in the world presently. It has been derived from a new concept outsourcing in order to go with this change. Enterprises gain some functions, except their own competencies, through outsourcing; to do the jobs that they know best, to become knowing some jobs better than other firms, to cause others to do the jobs except the ones that they know best and consequently to make changes and to create value consistently. Outsourcing application provides enterprises the opportunity to make resource savings and to become simpler by downsizing structurally. Thanks to outsourcing, enterprises provide strategic advantages such as time, product/service quality, cost advantage, effective resource usage and flexibility. Through outsourcing enterprises can accommodate to external environmental changes on time. Accommodation of enterprises to rapid changes in information and communication technologies by their own resources becomes more difficult by the day as in every area. Enterprises that use technology as an input in their products or services might demand service from specialist enterprises in the related areas in technology and data processing activities in order to go with the change, to present high quality product/service and to minimize risks. Aimed with outsourcing, the restructuring of work processes, is to decrease costs and to increase quality and effectiveness. In this process, activities which do not have an added value for the enterprise are minimized and the activities except for the ones in the main activity area of the enterprise are provided from outside sources. By outsourcing some activities, enterprises are downsized gradually and become flexible units that are able to accommodate to external environmental conditions
