Foreign aid: Case of Turkey

The concept of "foreign aid" which plays an active role in international relations has been a vital issue discussed for a long time. In particular, re-interpretation of such "foreign aid" concept has been needed because of concept confusion witnessed in the late terms. This study analyses the concept of "foreign aid" which discussed for a long time in respective of Republic of Turkey. In this sense, the process of "foreign aid" of Turkey is evaluated in accordance to the reports and/or documents of OECD, Turkish Cooperation and Coordination Agency (TİKA) and many of institutions and civil organisations. In conclusion, it has been observed a significant number in the percentage of "foreign aid" of Republic of Turkey on the basis of years. In recent years, it could said that Republic of Turkey is a raising donor country and Turkish Cooperation and Coordination Agency (TİKA) has contributed into such raising case. In this study analysises of STEEPLE (Social, Technological, Economic Environmental, Political, Legal, Ethical) and PMESII-PT (Political, Military, Economic, Social, Information, Infrastructure, Physical Environmental, Timing) were used to investigate foreign aid of Turkey. By such analysises the understanding of pro-active and multi-way foreign policy of Republic of Turkey has been produced in the framework of "foreign aid".
