Abstract (EN)

İsmail Cem brought a new perspective to Turkish Foreign Policy between 1997-2002 when he was Minister of Foreign Affairs. Relations between Turkey and Greece developed in the direction of friendship and cooperation in this period. The subject of this thesis is the change in the relations between Turkey and Greece when İsmail Cem was the Minister of Foreign Affairs. In this context aim of the this thesis is reveal the dimension of the relations between Turkey and Greece between 1997-2002 within the framework of İsmail Cem's foreign policy understanding and to analyze the role of İsmail Cem in the change of relations. The thesis study, in which literature review, archive work and discourse analysis methods are applied, consists of three parts. In the first part, the historical development of the relations between Turkey and Greece, in the second part, İsmail Cem's background and his contributions to Turkish Foreign Policy, and in the third part, the developments in the relations between Turkey and Greece between 1997-2002. In addition, in this section, the consistency of İsmail Cem's foreign policy discourse and practices is analyzed and the role he plays in the change of relations is revealed. It has been determined that İsmail Cem, with his personal character, professional experience and analytical ability, has developed appropriate strategies that lead relationships to change.
