Abstract (EN)

The purpose of this study is to analyze the development of smart city applications around the world and in Türkiye, and to examine Konya's current smart city applications and the work it has carried out within the framework of the 2022–2030 Smart City Strategy and Roadmap, thereby revealing the role of local governments in the smart city development process. The study was conducted based on qualitative research methods; data was collected through Konya Metropolitan Municipality's strategy documents, activity reports, official documents, and relevant literature review. Within the scope of global examples, the smart city policies of cities such as Seoul, Singapore, Amsterdam, London, and Barcelona were examined; in Türkiye, the applications of cities such as Istanbul, Ankara, Izmir, Bursa, and Kocaeli were analyzed. The findings show that Konya Metropolitan Municipality is one of the pioneering local administrations in Turkey that has transformed the smart city approach into an institutional strategy. The municipality carries out projects based on five main axes: "smart governance, smart people, smart transportation, smart environment, and smart living." Within this scope, e-municipality services, data sharing platforms, smart traffic management, environmental monitoring systems, renewable energy projects, and digital participation tools have been implemented. The applications integrate technological innovations with the principles of sustainability, participatory management, and quality of life.
