Abstract (EN)
The aim of this study is to examine regulatory impact assessment, a new concept in the literature, within the framework of regulatory reform. In this context, in the first chapter, basic concepts of regulatory reform ? "regulation and deregulation", "better regulation", "administrative simplification", "reduction of administrative burden", "standard cost model", "transaction cost economics" and "impact assessment" ? have been mentioned and regulatory state, independent regulatory agencies and development agencies have been examined. In the second chapter, regulatory impact assessment, main subject of the study has been defined and aims, benefits, principles, methodology and methods of regulatory impact assessment have been analyzed. Criticisms to regulatory impact assessment and possible issues to be faced during implementation have been mentioned. In the third and final chapter, the study has been finalized by mentioning Turkish implementation of the subject and concepts.
