Abstract (EN)

This research was carried out with the aim of examining the right to education and the financing of education. The universe of the study, which was carried out using the qualitative research method, is the parents of the students and administrators and teachers working at the high school level of private and public schools in Izmir in the 2020-2021 academic year. The study group, on the other hand, consists of 8 school administrators, 7 teachers and 5 parents, who were selected by using the purposive sampling and maximum diversity method. In the interviews, the opinions of teachers, administrators and parents on the right to benefit from education and the financing of education were taken and the problems encountered in the right to education and education financing were emphasized. The interviews were conducted using semi-structured interview technique and were recorded with the consent of the participants before the interview. The interviews with the participants via video call lasted between 40-60 minutes, and the interviews were detailed with the sub-questions asked by the researcher according to the course of the interviews. In line with the findings obtained in the study, it was concluded that the process of individuals' benefiting from their right to education is affected by family-related problems, personal problems, pandemic-related problems and school-related problems. These problems they encounter in the education process cause individuals to give up their education rights and have to leave school. In order for individuals not to give up their right to education and continue to benefit from the right to education, which is a public right, equal opportunities should be provided by the state to individuals. It has been seen that the concept of the education financing is an important concept in terms of providing equal opportunities to schools and individuals. In the research, it has been determined that there are problems in schools regarding the education financing policies in parallel with the opinions of the participants, and these problems are school-based problems and ministry-based problems. Existing problems related to education financing; It has been found that schools cannot meet their needs, opportunities are not offered to students at an equal level, and students cannot benefit from their education rights at the same rate. As a result of the findings obtained in the study, suggestions have been developed regarding the need to make improvements in education policies, administration and schools in order for individuals to benefit from their education rights at the same rate, and to make arrangements in education policies, management and resource use in relation to the problems encountered in education financing.
