Abstract (EN)

In order for a country to realize the economical development, its economical, social and institutional structure has to be strong. During the latest times in which the transition to the society of information has been lived, as the concept of ?information? came into prominence, importance of the investment made on Information can be clearly observed. In the globalized world, as a result of reaching to information very fast, information became the factor that should be achieved in order to attune to developing technological process. The most important fact to learn this Information and add some new Information to develop this is ?human Capital?.In order to develop Human Capital, it is necessary to access Information and develop it. As a result of statistical study, it is necessary to make huge expenses on Education to do this. Increasing the investments made on Education, studies on R&D will be accelerated and most important characteristic of qualified human recourses, potential of innovation will be enhanced. It is observed that the countries which enhance the power of innovation makes better progress in the competition lived between the countries making investment on technological production which make difference in this era make progress farther.
