Abstract (EN)
Globalization, the developments in information communication technologies, the need for change in the presentation of public services and the changing expectations of citizens, has forced the transition of states from classical structure to a new structure called e-government, in which transactions are carried out with better quality, faster, more efficient and less costly. The e-government, which is perceived as a fundamental reform that provides modernization and progress in the field of public administration, is seen as a determining element of the welfare level of the societies in particular and is considered as one of the development indicators of the countries. In this doctoral dissertation, the concept of the electronic state, which emerged as a result of the advances in information and communication technologies and which changed the way of service delivery by the state, was examined. Within the context of e-government applications, the public services offered by the municipal municipalities through the web sites were analyzed according to the 15 main criteria and the sub-criteria related to them, and in the context of the determined criteria, 51 city municipalities tried to demonstrate the adequacy of the web sites through content analysis method and suggestions were made to the municipalities.
