Abstract (EN)

In our thesis, based on the published and unpublished Kültepe Tablets, "According to Ancient Assyrian Sources BC. II. Perception of Security in the Millenium" has been discussed in two parts, considering both the Anatolian and Assyrian sides. In my study, based on published and unpublished cuneiform sources, the information in the chapters and articles in scientific books and journals was brought together and evaluations were made on the life and property safety of Assyrian merchants. In the relevant parts of our study, maps of the caravan routes used by the Assyrian merchants and sample photographs of the social and political correspondences of that period are included. Our work consists of two main parts. In the first part, BC. II. In this study, security problems arising from the political events experienced in the Ancient Anatolian geography for a thousand years are mentioned. In this section, from the wars between the local kingdoms in Ancient Anatolia, BC. Between 1875-1835, Kaniš, Purušhattum, Wahšušana... etc. in the east and west of Anatolia. revolts in the cities, how the Assyrian merchants reacted to wars and rebellions are mentioned. Afterwards, the opinions put forward by other scientists about rabi sikkā/itum, which we think to be a military officer, are given and the sukkurtum issue, which suspends the travels of Assyrian merchants, is mentioned. In addition, in this section, the issues that negatively affect the security of life and property of Assyrian merchants, murder and blood (dāmum) money, banditry, theft, confiscation of commercial property, imprisonment/arrest, hostage/detention, tax liability and smuggling... etc. were discussed under the headings of philological documents. Thesis II. In the second part, information is given about the security-related administrative structure that the ancient Anatolian kingdoms created in order to carry out the affairs of the people in a more systematic and controlled manner within the scope of safety and security. In this part of our thesis, rabi abullātim, rabi kakkē, rabi kišarānim, rabi maṣṣartim, rabi ṣ/zeri(m), rabi ummanātim, rabi ūtu'ē, rabi ba/urullum (rabiûm), nāṣir ālim such as security-related professions were researched and the regulations and the instructions given to high-ranking officials were included. In this section, the physical measures taken for security in Anatolian architecture are also mentioned, and the information about the walls and gates that ensure the security of a city is tried to be explained within the framework of the subject based on archaeological data.
