Abstract (EN)
In the thesis study, the current situations and processes of the protected traditional houses located in the city center of Isparta, an important settlement in the Lakes region of the Mediterranean region, which have been inhabited uninterruptedly from the Roman period to the present day, were examined in detail. The reasons for the loss of traditional houses due to demolition in the process were investigated. In the light of the data obtained, a method research was conducted to prevent further loss of traditional housing. In the source summaries section of the study, the emergence and development of the concept of conservation in the world and in our country is discussed. The processes from the process that started with the First Asar-ı Atike Regulation in 1869 during the Ottoman period, which can be considered as the beginning of cultural heritage conservation efforts in Anatolia, to the Law on the Protection of Cultural and Natural Assets, which was put into effect in 1983 during the Republic period and is still in force, are explained. So much so that every legal legislation introduced has had physical reflections on the traditional housing stock. The material of the thesis is the protected traditional Isparta houses located in the city center of Isparta. The current structural conditions of the entire traditional housing stock were determined by examining official records, archive scanning and fieldwork one by one, and the reasons for the loss of traditional houses that have been lost so far were investigated. In the method section of the thesis, the protected traditional houses located in the city center of Isparta were subjected to different analyzes in terms of Ownership status, Zoning status, Transportation status and Function status, and the analysis results were determined. Then, the analysis results obtained were evaluated with the Analytical Hierarchy Process method (AHP) and the weight of the criteria that put the most pressure on the traditional housing stock was calculated. In this direction, in the thesis study, the causes and consequences of the processes, which are generally called rent pressure in our country and are seen as the most important reason for the loss of traditional housing stock, have been revealed and these reasons have been weighted with the AHP method. In v this way, while the effects of the problems on the traditional housing stock were listed, it was determined what the priority problem was in terms of conservation methods. In the conclusion of the thesis study, it has been determined that the most important problems in the loss of traditional housing stock, among the headings of ownership structure, zoning practices and transportation activities, which are thought to cause the emergence of the concept of rent, are due to ownership, followed by zoning and transportation planning. These results show that future conservation efforts should be based on property. In addition, the thesis has the potential to shed light on conservation studies to be carried out in many urban settlements in Turkey and will serve as a basis for many similar scientific studies to be conducted in the future.
