Abstract (EN)

It is a reality expressed also in the literature that it has become inevitable now for the construction industry, which adopted specific patterns as to the production process until recently arising from various impossibilities as well as for practical reasons within and without the sector, to take into consideration the developing and changing conditions and approach reconstruction works in this sense including the cited changes. The necessary condition of leaving the traditional approach, extending the competition to the whole process and achieving the profits thereof is increasing the integration efforts to be realized between the phases of the building production process. In this regard, organizational models appropriate for the structure of design-bid-build approach have begun to take place in construction industry. In line with this approach, starting point of this study comprises determination of key concepts as competition by design, competitive advantage, interoperability, integration and information technology and building information modeling as a tool of achieving it, innovativeness, performance; the entire process must be rethought with an integrated point of view within the context of "performance-based building". It has been studied on models for measuring performance at various levels in the construction sector for a long time. The most fundamental shortcoming in this area is that much as there is a basic perception for considering these studies as a whole in the process from the preliminary decision stage to the end of the construction stage in construction projects, the main axles belonging to "an approach of making a structure showing system behavior" have not been set forth with an integrated approach at a sufficient level in line with this perception. Approaches which will make the competition environment not only applicable in the project procurement process but which will extend it also to the design process and which will obtain the profit of it by imposing design/construction companies to find innovative solutions and products and integrated processes based on new and advanced technologies suggested by this solution and which will increase the performance as to time, money and economic objectives of the project in terms of the Client (Entrepreneur/Investor/Individual Owner/Public Authority) are needed in order to solve this problem. This study aims to discuss the need for change of the "performance-based building" concept in building production in present conditions – even if not for the whole sector – and using it as a tool for putting into practice in the required and eligible projects by trying to basically discuss the elements deemed primary together as far as possible and by getting into details only for necessary points, due to the vast context thereof, and put forward and base on the limited number of concepts listed hereinabove while doing so. As a result of this review, it was tried to determine the infrastructure requirements, possibilities and existing barriers needed to put the concept to practice and, in the light of these issues, to define required structures needed for organizational structure, information technology and measurement/calculation/evaluation systems at conceptual level. In this context; the thesis has six main sections. These sections are "Introduction", "Traditional Project Delivery Systems and Problems", "Concept of Performance, and Performance-Based Approach", "Performance-Based Building: Key Concepts", "Conceptual Model of Performance-Based Building" and "Conclusions and Proposals". The first chapter describes the background of the topic discussed in the study and the starting point of the problem. Determining the problem, current studies attempting to solve the problem are described. The scope, objectives and goals of the research with the boundaries of the tracked information about the method are stated in this section. Additionaly, dimensions of conceptual model; Philosophical/Paradigmatic Model, Process-Related Model and Interoperability Model are identified. In the second chapter, traditional project delivery systems and their problems are handled. In this part also process of traditional approach, entrepreneur/public authority, design firms, construction firms and manufacturing firms are mentioned. In the third chapter, performance-based building concept is investigated in detail using the findings of performed literature search. Also, models which are produced for performance measurement is mentioned. Informing performance-based building, systems and examples of different countries are referred. Organizations which are CIB: International Council for Research and Innovation in Building and Construction, IRCC: The Inter-Jurisdictional Regulatory Collaboration Committee, PBSRG: The Performance-Based Studies Research Group, and European Commission-Performance Based Building Network are introduced. The fourth section comprises of the key concepts of the study; innovation, competition, integration, interoperability, information technology, sustainability and building information modelling. Each of key concepts are defined and the place and importance in the building construction process are referred. The fifth section provides further information about the design of the system related to the conceptual model developed in the thesis. The stakeholders of proposed model; clients, construction firms, design firms, research and development firms, manufacturing/supplier firms, accredited labs, information providers are introduced. In addition, results of face to face interviews with experts are mentioned and their critics and evaluations about the proposed model are shared. The experts are both from professional owners and designers and constructors. At these interviews, conceptual model and traditional delivery system is presented and opinions are examined with five questions. Participants are generally agreed that this model would be useful for the sector. In the sixth chapter the practical, economical and academical aspects of contributions of the model proposed are discussed and suggestions for further research are given. In this study performance-based building is used or in evaluation process in many different countries but has many difficulties in practice is exposed. As a result, proposed model of performance-based building will be able to transfer the specified key concepts into practice through the conceptual model developed. It is evaluated that the validity of the model can be measured by analyzing case studies by expanding data to be collected from the sector.
