Economy policy of the youth, problems faced by youth and youth-based budgeting

The development dynamics in the world economy cause young people to encounter problems in economic, social and political areas. Therefore interest in academic studies on youth is increasing. It is only possible to reveal the relationship between economic development dynamics and youth as a social category when youth studies are examined within the framework of political economy approaches. Youth political economy approaches examine the relationship between social relations and economic dynamics that shape the economic, political, cultural and social spheres of young people. Therefore, in the study, the youth political economy is discussed within the framework of mainstream approach and heterodox approach. Discussing the theoretical approaches to youth studies in this way is the first in the public finance literature. The main problems faced by the youth are examined under important headings such as youth unemployment, brain drain, precarious labor and alienation from the socialization process. The rates and effects of these problems are increasing and intensifying. In this frame, mainstream approaches focus on the prolongation of young people's transition to adulthood, the difficulty of young people's transition from education to business life, and the increase in inequality between generations. They try to eliminate the disadvantages that were experienced by young people by empowering them. On the other hand, heterodox approaches focus on the basis of the problems experienced by young people. The basis of these problems is the economic system. In this context, the "Youth-Based Budgeting" proposal, whose conceptual framework was created in this study for the first time in the public finance literature and includes the views of both political economy approaches, is being developed.
