The importance of the general lawn power at natural disasters: Case study at Bozkurt flood disaster

Natural or man-made disasters leave deep traces on the society in which they occur. In addition to the loss of life and property as a result of the disaster, disasters affect the society; It creates a great threat in the cultural, public and social sphere, causing insurmountable problems. Although it is not possible to completely prevent these disasters in our country, the importance of the gendarmerie, which is the general law enforcement force, in overcoming the threat that may occur with the disaster with the least loss, comes to light once again. There is no doubt that the gendarmerie, which is the general law enforcement force, has successfully managed the crisis, while performing this important task, and has shown that it is at the service of its people in difficult and difficult conditions. In this thesis study; During a comprehensive disaster management, the disaster process and the management structure of this process have been examined, in particular the work of the Gendarmerie General Command, which is the general law enforcement force, which requires extraordinary dedication. The aim of the study is to provide a better understanding of the place of the Gendarmerie General Command in disaster management by explaining with examples the work of the Gendarmerie General Command, which has various responsibilities at every stage of a comprehensive disaster management, before, during and after the disaster. With this thesis prepared, the organization of the Gendarmerie General Command in natural disasters, how its training and equipment should be for natural disasters, the phases of activity in natural disasters and the principles of all kinds of aid operations to be carried out according to these activity phases, in terms of shedding light on the planning and studies to be done from now on. Bozkurt flood disaster is shown as an example. In order to create the theoretical framework of the thesis topic, literature review was made, "crisis and disaster management", "nation state and its concepts", "general law enforcement", "gendarmerie and natural disasters" and their elements were explained and the historical development process was discussed together.
