The impact of anti-immigration views on social policies towards immigrants-research on Germany and Turkiye

Although it has lost its former effectiveness in the face of globalization since the 1942 Beveridge Report, it continues to contribute to civilization with its social welfare, income redistribution, interventionist and regulatory features. While this contribution continues, it is seen that an opposition has developed towards the immigrants who spread from Europe to the whole world and should be under the protection of the welfare state. This contrast is drawn with thick lines by the media, political actors and individuals. Border security concerns of welfare states have permeated their migration policies. Aside from reshaping the discussions on immigration on the basis of the security approach, it is necessary to deal with immigration in the axis of welfare and social rights. It is the contradiction of the extreme right that globalization, which allows the free movement of capital, tries to restrict immigration. While restrictive measures cause informality and irregular migration, they also accelerate the weakening of the welfare state. The creator of prosperity is everyone, regardless of domestic or foreign discrimination. The welfare state is not the state that only makes public expenditures, but the state that deals with people and humanity. Since Europe's security perception is now on the axis of social and economic security rather than military security, immigrants are considered threatening, like any other element that threatens this. Social expenditures for immigrants, who have turned into welfare chauvinism, are beginning to be met with reaction in the society. Thus, when it comes to migration, it becomes usual to mention security concerns rather than humanitarian and economic reasons. With the effect of this political wind, the 61st anniversary of Labor Migration in Germany this year has reflections in the form of extreme anti-immigration. In Germany, which has historically been associated with racism and is an important representative of the social welfare of continental Europe, immigrants are seen as excessive beneficiaries, and since they are claimed to invade European society, established reactions are also taken into account while creating social policies. For the refugees who came to our borders after escaping from the 2011 Syrian Civil War, due to the securitization of immigration from Europe and the anti-immigrant sentiment that has begun to spread among the people, it is necessary to update their social policies within this framework. From a reality imposed by the word "guest", there are new generations who have become settled and even become attached to those countries with the bond of citizenship. Immigrants are an important issue that meets the labor supply in Germany, increases the level of welfare, but is still considered "other" when appropriate, but still fits the definition of "other" in all aspects in the migration literature. The issue of how the German government uses social policies by using existing social policy tools in the face of anti-immigrant opposition that sometimes rises and sometimes turns into action in Germany; It is important in terms of showing the steps to be taken in case of an increase in social tension in Turkey.
