Abstract (EN)

The aim of this research is to compare of social aid models and social expendıtures of the countries which has South European welfare regime. In the study, the literature review method was chosen. For a better understanding of the subject, social expenditures were compared using the ESSPROS database. Based on this database, the expenditure amounts of the countries included in the Southern European welfare regime are included and interpreted. As a result of the research, it is seen that there are differences in Turkey, Greece, Italy and Spain as a result of the economic and demographic sizes that affect the social expenditures of the countries included in the Southern European regime and the human development indices. In Turkey, more resources should be allocated to social expenditures, unregistered employment should be prevented and policies encouraging employment should be increased. Aid policies that appeal to all segments of society should be developed and social assistance should be made for precautionary purposes rather than curative and rehabilitative features.
