Abstract (EN)

Firstly, State Declarations, which started to be issued in Hijri 163 c.e 1847, contain valuable information on many subjects, especially the administrative organization of the Ottoman Empire, education and cultural life. In this thesis, the Ottoman State Yearbook dated 1303 H. was transcribed and the administrative, military, social, educational and cultural structure of the Ottoman State at that time was tried to be evaluated in the context of the information it contains. The yearbook provides important information prepared by the Ottoman official authorities regarding these issues and this period. It includes information on all institutions in the central organization and the names and ranks of the people working in these institutions, the assemblies and members in the institutions, the religious, military and provincial organizations, newspapers and magazines published in the country, foreign state representatives working in the Ottoman country, representatives of non-Muslim subjects, and educational institutions in the entire country. The yearbook also includes data on the postal and telegraph organizations in the country, the calendar used, etc. All articles of the Kanuni Esasi are also included.
