Abstract (EN)
In the first part of our thesis which consists of three chapters, the basic concepts of public law are introduced. The place of the concept of caliphate in modern public law in full and its relation with power distribution are explained. In the second chapter, the state structure and governors of the time of the Prophet (PBUH) and Hulefa-i Rashidin are given. In addition, the powers given to the governors were examined closely and the effects of the governors and provinces were examined closely by taking into account the provinces they were assigned. In the last chapter, the establishment of the Umayyad State and the transformation of the caliphate into the sultanate and the effect of the powers given to the provinces and governors were tried to be shown.
