Abstract (EN)
Cluster analysis is one of the statistic analysis methods with multiple variables helping to separate the units or the variables for which the groups are not definitely known into similar sub clusters. This study is constituted of three parts. In the first part, after the analysis of the historical evolution of the Directorates of City Population and Citizenship, a briefing has been proposed about the population affairs with large scope. In the second part, the cluster analysis has been studied methodologically; in the third part, the 81 Directorates of City Population and Citizenship providing service in our country have been analyzed for the services they provide to the citizen using the Ward cluster method that is one of the hierarchical cluster methods. Because of the analysis performed, the 6 clusters obtained have been analyzed according to their structure and the outstanding features of the clusters have been determined. The quality of the clusters have been evaluated using the Silhouette index among the cluster validity indexes, the averages of the variables of the clusters have been tested using ANOVA and Welch statistics. The results obtained have shown that the 6 clusters are significantly different from each other statistically. The thesis study has ended with the part in which the clusters have been interpreted.
