The primary school managers? perception about the level of being self-qualified in terms of performing their duties specified in `mission definitions? in legislation.

This research is to identify the primary school managers? perception about the level of being self-qualified in terms of performing their duties specified in `mission definitions? in legislation. It also aims at determing if the perception changes or not according to the personal qualifications. Therefore, it can be determined that the strongest, weakest and incompetent sides of school managers who are at the head position of the schools and play an active role to increase the quality of education and also take the responsibilities of diverse range of duties.Proficiency at research; special knowledge and ability are accepted as the level of power while performing the duties in legislation.The findings of the research; by determining the strongest and weakest sides that the school managers feel inner self while they are performing their duties; a) make more concrete and scientific proposals while being made `the mission definitions? of the school managers, b) lead to help the managers to gain qualifications needed and use those in parallel with the purpose of the association.The universe of the research is consists of official primary schools in Ordu in 2008-2009 academic year.At the end of the findings of the research, it reached a conclusion that the school managers do not have the mission definition which they feel lower level qualified, minimal level qualified and medium level qualified. They feel qualified or higher level qualified within the whole mission definition which is specified in 49 items in Questionnaire. It can be said that there is a direct proportion between the relation with the school managers? mission definitions in legislation and the rate of feeling qualified of the managers in the respect of performing their duties. This situation is based on the conclusion that with no aspects, the managers do not feel themselves lower level qualified, minimal level qualified and medium level qualified; on the contrary, they feel themselves qualified or higher level qualified concerning all the duties.Key Words: Primary school, manager, administration, proficiency, mission definitions,
