Abstract (EN)

One of the most important factors affecting improvement of the cities is urban infrastructure investments. This is because, urban infrastructure investments have been decisive on socioeconomic improvement of cities directly and indirectly. Direct effects emerge in investment fields such as potable water, sewage system, mapping and zoning plan, and solid waste. These are called primary infrastructure investments, and contribute directly to the cities becoming livable places. Indirect effects, on the other hand, appear on superstructure investments and infrastructure investments which is providing positive externalities to the private sector's investments. To achieve superstructure investments, infrastructure investments need to be fulfilled throughly. When the infrastructure is robust, the desired results can be achieved in the superstructure investments. And, when all these investments are complete, the private sector will start to operate. Therefore, infrastructure investments make extremely important contributions to the developments of cities via different channels of effects. Municipalities are the institutions mainly responsible for achieving urban infrastructure investments as it is all around the world. However, many municipalities cannot make these investments on its own due to insufficient technical knowledge, financial issues, and lack of employees. Therefore, The ILLER Bank takes on responsibility. With its strong institutional identity and decades of experience, The ILLER Bank supplements the areas where the municipalities are insufficient. This supplement mainly consists of two main components as financial and technical support. Financial support takes place on mediating financially insufficient municipalities to borrow a loan from Banks and getting the share allocated on General Budget Tax Revenues. Technical support, on the other hand, takes place on both during the auction stage and the technical staffs who control the implementation process. After all these assessments, the result of this survey is; there is a positive correlation between infrastructure investments and the developments of the provinces, and The ILLER Bank is the most significant institution making contribution on this interaction.
