Abstract (EN)
Increase in the use of information technology knowledge in construction production, changes in owner expectations, and increases in the number of parties involved in construction result in various complications during construction process. So, it is very difficult for both the owner and the contractor to achieve the expected level of performance by using their technical knowledge and expertise. In developed countries, even in ordinary construction, ineviability of the owner to assign a consultant or an agent have been noticed much earlier. Therefore, it has led to the development of related consultancy services . It is caused to reveal a new service concept as a fourth side in the owner organization, which is named Consultancy and Owner's Agent, in addition to the enginering and architecture service. The people and organizations, who give this service, have gained subject-specific expertise and institutionalized evolving over time. The purpose of this study is to examine the organizational details of consultancy and owner's agent services, their impact on project success and, to determine feasibility of its applications in construction in our country. In order to achieve this, literature related with the practices abroad was studied first. Then, data was collected using a questionnaire survey which was applied to consultancy firms, owners and contractors. Recommendations were then derived considering delivery and using level of Consultancy and Owner's Agent services in our country, literature findings, the practices abroad and survey results to eliminate the existing inadequacies.
