Comparison of the Concepts of Amal al-Ahl al-Madīna and Umūm al-Balwā in Islamic Legal Methodology The concepts in the works have a mental and social milestone. When we look at it from this perspective, we see that many concepts in the Islamic legal literature were manifested in both society and written sources in different time periods. Moreover, Islamic law draws attention with its richness of concepts. The truth is that the theoretical and practical dimensions of the concepts in the literature have not always been realized simultaneously. As a matter of fact, we can state that many concepts in the Islamic legal literature were not included in the Prophet's period in terms of content, but found a place in the literature in later periods. The concepts of 'amal al-'ahl al-Madīna and 'umūm al-balwā were also included in the sources during the process of jurisprudence and were taken into consideration in the deduction of judgments. In essence, 'Amal al-'ahl al-Madīna refers to the general attitude and behavior of a society or a mass of people, in other words, the reflexes they show regarding the deeds they encounter. The concept of 'umūm al-balwā, which refers to the possibility of everyone in the society to be aware of a matter concerning fiqh, was included in fiqh as a concept in later processes, although it took its place as a meaning in some of the Prophet's practices. Amal al- 'ahl al-Madīna and umūm al-balwā are important methods used in the deduction of rulings. In our thesis, we tried to deal with the concepts of 'amal al-'ahl al-Madīna and 'umūm al-balwā with their similarities and differences.
