Abstract (EN)

The ISM Code became mandatory by the IMO in 1998 and was updated with the changes made in 2010 and became final. One of the most important reasons for the introduction of the International Safety Management Code (ISM) is that in 1987 the Herald of Free Enterprise ro-ro ship accident which lost many people's lives as a result of sinking water and administrative weaknesses. The main objectives of the code are to provide management systems that reduce accidents, loss of life and marine pollution by providing safe operations and working environments. With this code, operating companies in ship management have been introduced standards in management and application areas. Today, companies have aimed to adopt these procedures and policies by developing their own procedures and policies to meet the requirements of the ISM Code and providing necessary trainings to ship and shore personnel. Even if the safety management systems used in the company and the vessels are detailed and well prepared, it is important that these systems are able to respond to problems, adopt them, provide regular follow-up by the user, provide ease of use and are continuously updated. The majority of accidents and losses were caused by the failure of procedures and checklists to be followed regularly. The main and sub-criteria for the procedures and checklists used in vessels and operating companies within the framework of the safe management system are presented to the experts by way of surveys based on pairwise comparisons. In this study, firstly the hierarchical structure was established and then the software program "Super Decions" was used for the AHP method application. As a result of the surveys, the data obtained are entered one by one and the importance weights of the main criteria and the sub criteria are calculated.Criteria with specific prescribing in themselves and expert evaluations have been evaluated individually by determining the importance weights, that is, the impact scores that will make the procedures and forms to be used more efficient. One of the most important goals of maritime transport is to ensure a safe working environment and to work with high performance vessels. Therefore, the procedures and forms used to prepare safe working environments should be evaluated for efficiency and necessary improvements. An evaluation model consisting of criteria determined by weights was proposed to enable the ship management to develop their own safety management systems in accordance with the rules and regulations and to meet the requirements and standards of the users. With this study, it is aimed to provide contribution to maritime sector for the improvement and development of the procedures and forms used in the vessels and operating companies.
