Abstract (EN)
This study examines the modernization process of Japan and the Ottoman Empire in the 19th century; It aimed to evaluate by considering administrative, economic, and educational aspects. In this context, the thesis study is about the practices of Japan and the Ottoman Empire in the modernization process. The point of examining the infrastructures of the factors that drove both states to modernization, the relevant national and international literature review was conducted. Among the modernization efforts, the modernization process of non-Western states such as Japan and the Ottoman State, which has a cultural heritage, has visibly accelerated in the 19th century. These reforms which gained momentum during the Emperor Meiji Period in Japan and the Mahmud II period in the Ottoman Empire varied according to the areas in which both states were involved and prioritized. Despite being in a similar period, the main reason why the modernization efforts of Japan and the Ottoman Empire have different priorities is the geographical conjuncture and social-cultural structure in which both states are located. Since the beginning and end of modernization cannot be drawn with clear lines, it is a continuous process. Although the modernization efforts initiated during the Ottoman Empire did not yield the desired result, it was inherited by the Republic of Turkey. Japan, on the other hand, entered the modernization process and provided the birth of modern Japan and reached the quality and power to be accepted by the whole world, especially in Asia. In this direction, the reforms made in the administrative, economic and educational fields followed by both states; It has been examined and a comparative evaluation was made
