Public private partnerships in the context of public value management

Public value management is a value-based approach to public administration put forward by Mark H. Moore towards the end of the 2000s. The close relationship with the concept of network governance, it's theoretical position of traditional public administration and the New Public Administration at the same distance, it has taken its place among the candidates of future public administration approaches. Public value management is being investigated with an increasing interest, and literature regarding this is still alive. In this study, public private partnership models which have been studied very little until this time have been examined in the context of public value management. For this purpose, how an application can be in the context of public private partnerships, whether the public private partnership model is an effective model for public value generation in case of implementation were the questions that was looking for the answer. Although public value management is an attractive approach, difficulties of practical practice has prevented it from having the widespread usage. How the partnerships will overlap with the models of the public private partnerships is a factor that makes it difficult to work because the problems about the partnership itself can not be resolved yet. For this reason, in the study, the possibility of applying the public value management approach in the context of public private partnerships was searched and a method of implementation method was presented. The implementation method recommendation was inspired by similar management approaches in the private sector. The concept of traditional public administration, new public management and Post-NPM has been conceptualized so that it can be understood better. Besides, public value management and public private partnerships have been examined conceptually in separate chapters. Subsequently, public private partnerships were considered in the context of public value management, risks and opportunities were first put forthed. Then, a proposal of application method was presented. Thus, a framework that would be a basis has been established for the practical work to be carried out later on the subject.
