Public resources and the principle of efficient use of public resources

States are responsible for delivering the best and quality service to their citizens in the fastest way possible, with their responsibility and jurisdiction. Undoubtedly, this service requires resources. These resources can be sources that generate cash income, or they can also be goods with positive externalities that function as public resources due to their nature. In addition, it is important to evaluate our natural resources and human resources effectively, economically and efficiently. Due to the increasing population and diversifying needs from past to present, states have sought ways to use their resources more effectively, economically and efficiently, and in addition to these, they have sought new resources. Undoubtedly, this search has brought with it legal regulations over time, and many legal regulations have been made in the constitution and laws. One of the important discussion points of our thesis will be how adequate these regulations are, their shortcomings and how applicable the regulations in force are. In addition, unplanned budget management and uncontrolled public expenditures also cause waste of public resources. In the first part of the thesis, the efficient use of public resources will be briefly mentioned by classifying public resources, and in the second and third sections, evaluation, determination and solution proposals will be presented on the effective, economic and efficient use of public resources within the framework of the provisions in the Constitution and public administration, respectively
