Abstract (EN)

Corporate success depends on a rational management approach as well as the managerial knowledge and skills that can fully implement this understanding. Although managerial authority in the public sector is status quo, it may not always be possible to use it successfully. Because there are many factors that are effective in exercising the authority to govern. The perception of managers' gender is one of these factors. As is known, in Turkey, as in many societies, the roles assigned to men and women differ significantly. It is possible to see these differences at different levels of the social plane. It is a known fact that gender perception plays an important role in the use of powers based entirely on legislation. The purpose of this study is to reveal how effective the employees' perception of the manager's gender is when managers working in the public sector use their legal powers. In the study, it is especially important to reveal the role of gender in managers' ability to use authority, corporate equity approaches, communication skills towards employees and motivating employees. For this purpose, a field research was conducted specifically in Van province. Although the population of the research is educational institutions at all levels affiliated with the Ministry of National Education in Van province, the sample is schools determined according to different criteria. The survey method, one of the quantitative research methods, was used in the study. A survey scale was created by using survey scales used in different studies, and a survey form was presented online to employees in selected institutions. The collected data were analyzed and evaluated in the SPSS package program. With the 5-point Likert system, 37 statements were prepared under the headings of male and female managers' ability to use authority, justice/fairness, communication, leadership and motivation factors. Kolmogorov-Smirnov normality test, t test and One-Way Anova test were used for factor analysis. Then, frequency tables for male and female managers were created and interpreted by making triple cross tables consisting of manager gender, participant gender and scale items in order to make all the data appear together. As a result of the study, the factors were directed towards female managers and no significant difference was detected between the participants' perceptions. The same factors were directed towards male managers and no significant difference was detected between the participants' perceptions. As a result, perceptions of male and female administrators among education public institution employees are generally similar. These findings indicate that gender-based perceptions are not a determining factor in manager evaluations among employees in public educational institutions.
