Performance measurement and evaluation on the strategic management process in public health sector

As a result of globalization, rapid developments have come about in the fields of science and technology. To utilize the resources at hand in an efficient way, public sectors have begun to attach much more importance to health, management and performance evaluation. Especially after 2003, health reform attempts, which were in need of radical changes in politics of health, accelerated quickly and took its place on the agenda of Turkey by the name of the Health Transformation Programme. Turkey has taken a series of measures to improve health system through the Health Transformation Program and implemented those measures in order to deliver a more effective, efficient, and equitable health care service. In this day and age, strategic management has become a kind of management which is vital for all institutions. The understanding of strategic management as it is in the private sector is trying to implement performance evaluation to fulfill public utilities effectively and efficiently. Through performance evaluation, the ability of administration to solve problems early and to take necessary precautions is bolstered. In this parallel, performance evaluation and determining salaries taking the performance of employees into consideration are the basic part of today?s understanding of business. It is necessary to put an efficient and dependable evaluation and auditing system in place to be able to comprehend to what extend targets in public health sector are achievable, to understand the reasons if we fail to achieve them, to build an efficient system to give the personnel access to information flow in and out of the institution.
