Application of 5S and Kaizen at public sector

To survive at constantly evolving technology and competetive enviroment companies should produce low cost and high quality product/service. In order to produce high quality products, necessity is to better analyze customer needs and expectations. Although there is an element of competition in the public sector as in the private sector is not subject to the law will increase citizen satisfaction goals were determined based on the efficient use of public resources, based on the principle. Nowadays at public services a new law has been established which is interested detailly financial management and control, accountibility,financial transparency, startegic plan, performance management. Because all these subjects are one part of an whole there should be many subjects to take care of. This study is carried out in the strategic plan of the application starting point for the provision of services under the strategic goal of quality improvement efforts in the implementation of the quality management system. 5S is one of the main issues for quality management systems. Combined with the philosophy of Kaizen, 5S system aims to adopt all staff this continuous improvement focused apparoach. To establish 5S, management level should support and provide that all levels of workers attend this philosophy. At the first section of this study quality and aulity improvement tools are invesitgated. Secon section is about 5S and Kaizen which is generating the basics of quality; especially application areas, benefits and the steps of application. And with a brief information about İzmir Metropolitan Municipality ESHOT General Directorate which is this study aplicated and the reasons why and how 5S and Kaizen used at ESHOT is described at section 3. Because the application provides a beeter working enviroment, workers morale has incerased and many units gained more space. The aim of this study can be summarizes as, to show the benefits and the applicapability of 5S and Kaizen for the basic of quality systems. Keywords: 5S, Kaizen, Quality, Public Sector
