Abstract (EN)
The aim of the study, put forward the concept of mobbing, examines public administrators discretion to determine the legal level, mobbing practices to determine their impact on public employees; sole discretion, made the necessary legislative changes, public managers to be coordinated their actions reveal a way to prevent mobbing.Whe ther there is mobbing in public administration, the most important limitation of this investigation. The validity and reliability of quantitative data collected from the research data is limited to the qualifications, the subject is too large, privacy, and so managers wince. Reasons, not possible to conduct a survey, the criteria could not be used in concrete studies.There fore, studies were carried out theoretically. As a result, officers have been working on a large number of public institutions and networks of relationships between staff members have a variety, be experienced as intense mobbing events causes the formation of governments. How ever, open communication, which may occur with a stable sense of discipline, it is possible to prevent mobbing behavior.
