Abstract (EN)

Foreign policy has never lost its importance for states; on the contrary, its significance has increased with changing international conjunctures. Consequently, alongside the ministries that are the primary actors in foreign policy-making, new institutions have gradually emerged, rendering foreign policy more complex over time. To better analyze this complexity, various theoretical approaches have been developed. In this context, Turkiye's foreign policy, conducted by the Ministry of Foreign Affairs and the Turkish Cooperation and Coordination Agency (TİKA), has been examined through the decision-making models proposed by Allison. The analysis reveals that the bureaucratic politics model most accurately explains the rivalry between the two institutions. In conclusion, the study offers recommendations aimed at either reducing this rivalry or turning it into an advantage.
