Abstract (EN)

International Relations theories are a tool to explain the relations of states with each other in the international arena. However, it would be wrong to mention only the certainty and consistency of a theory when explaining the whole international system or the relations of the two states within this system. The relations between the two countries have been shaped around wars and treaties from that period to the First World War. Throughout history, these two sides have been in constant competition within the framework of the race to become the dominant power in the region and the ideals of reaching the warm seas. These two sides entered a new era in the center of the new regimes that emerged after the First World War. II. These two states, located at two different poles at the end of World War II, developed quite limited relations for nearly half a century. After the collapse of the Union of Soviet Socialist Republics (USSR), the building blocks of international relations began to change in the new world order. Under the influence of globalization, the world has begun to feel the influence of multinational organizations on the decision-making mechanism of states. This new world order in the sitting of the Russian Federation Vladimir Putin during the presidential seat relations between Russia and Turkey was evaluated in interdependence theory axis.
