Abstract (EN)
Stated briefly, primarily in consistency with the physical and social structure of the city, the scenario of urban transformation should consider the genuine core memory and texture of the city. Social and physical values should identify the theme of the project; economic, ecological and egalitarian principles should act as determinants at the beginning of the project, throughout the process of the project and at the result of the project. It should not be forgotten that the transformation project is a project of compromise; organizations should disperse to the bottom, be democratic and expand horizontally. The organization type should rely on open and democratic collectivism; however, this collectivism should be based upon public leadership. Public organizations as the main shareholders of the project and the final decision-making authority should have an impact on the taking of fair decisions. The financial resources for the project and its implementation can be created by the proper organization of the dynamics which are dependent on the internal social and physical potential of the region. The capital for the transformation project and its implementation, should again be the project itself. In order to accomplish this, the value of the transformation project of the region should be shared in lieu of value sharing on the basis of parcel of land. The project can generate two kinds of economic values. The first of the said value is the property value of the structures or groups of structures created within the scope of the project, the second is the going concern value. Assurance of the region?s possession of absolute property values is essential.Particularly, securing the participation of the regional community to the urban transformation project implications in the third world country metropolises, will yield utmost positive results.Within the context of planning principles the fundamental objective is to produce the city within its genuine social and physical setting and sew ruptures and cleavages related to prosperity and poverty, and to decrease the difference between peak and cavity regions of the city. In this regard, after the completion of the transformation project the region should be able to integrate itself to the city.The integration mentioned within this context necessitates a fair, productive and sharing public conception and a strong redefinition of space for the city being perceived as a total entity, enabling ?the other? and ?the same? to get closer.
